Clarification of some rulings. (L5R rules board)

There is no rule that effects targeting opposing cards must be in the current battle.

Does this ruling only apply because the first two ranged attack questions were about ranged attacks produced by reactions, and if so why?

Also in regards to the following post from Jan what is the current ruling here? Are the ranged attacks produced by the personality and therefore it is legal to target a province with them or are they on the card and thefore not legal? Some clarification please.
