OK first thing, I know you have already answer to this before. But I do not understand the logic.

"Even if it is" it does not mean: The ranged attack may target at the defender home. The word EVEN open more possibilities like ranging somebody who's defending in another battle. If it is not working, well the card is clearly unintuitive and there should be a rewording on the card.
By the way No Hiding Place should means No Hiding place, not even in your provinces

Ranged Attack normally target cards in the same battlefield. No Hiding Place allows only one extra location the target can be: the Defender's home. No other battles allowed.
