The Death of Ryoshun reads "This card remains in play in your home. Open: Discard this card: Name a card in play. Until the beginning of your next turn, actions on cards with that title may not be used."
Why doesn't the "until the begining of your next turn" imply it constantly checks card title? Everything else with the Until or while statement checks to see if its legal, etc.. matsu gohei's +2f whil attacking, harsh crossing, inferno (would this mean inferno only work on ppl already in play?), Kachiko's Promises, etc...
My question is if you are going to rule that cards only affect cards in play when they are played unless otherwise stated then how do any of these events work, or anything that has a long term affect over a certain type of card in play.

Because it says "until". Those effects have one start and one stop point, and once they stop they stay done.
Effects that continually check use "while".
