Tribute to Your House

Political Limited: As a cost, destroy your rightmost Province. Until the beginning of your next turn, the player or players with the highest Family Honor are considered to have Family Honor equal to their starting Family Honor. This is not considered an Honor loss. Honor gains and losses occur as usual during this period and affect the player's true Family Honor.

Tortoise Ambassador

Political reaction: After a straighten phase ends, bow this card: Name "Dynasty" or "Action". During that phase, the active player has a maximum Family Honor equal to what it was when the phase began, plus 5. When the phase ends, reduce his true family honor to to the maximum. This is not a loss.

The question is as such.

If I tribute on my turn, my opponents honor is considered to be at it's starting value. Any honor they gain or lose, though, still effects their "true" family honor, per tribute. So far, so good. After their straighten phase, I bow the ambassador, and name "action". Ok, so, during this action phase, their honor maximum is now what it was when the phase began, +5. So, starting honor +5.

Here is where it gets tricky. When the phase ends, Tortoise Ambassador says specifically, "When the phase ends, reduce his TRUE family honor to the maximum. This is not a loss." So, under the effect of tribute, his maximum is still starting +5, while his "TRUE" family honor is whatever the value was before the tribute. Because the Ambassador reduces the true family honor, does this effect his true family honor, IE, making sort of a reset button against honor decks?
