Tamori Shiki

Yes. It works.
However, Sentei no Oni does not enter play at the beginning of the turn. He enters play before the Events Phase, which is after the Straighten Phase, which is after your turn begins.
The ability would count towards the maximum number of uses during the Events Phase if used in response to Sentei no Oni.
I believe that using Shiki's ability in response to the Shadow Dragon would count against the maximum number of uses for the Straighten Phase, the beginning of the Straighten Phase is also the beginning of your turn, but I'll double-check this with the Junta.
Just got an opinion back from the Junta.
The beginning of your turn comes before the beginning of the first phase in that turn, so responses to the Shadow Dragon coming into play or cards entering play via Suitengu's Surge would all fall into a timing gap between phases and not be affected by Tamori Shiki XP's "once per phase" restriction.
