I know that for an action you target, and then pay costs.
The situation I'm wondering about is this:
I have one courtier in play, and its my opponents turn, their first action is to try to play political outcast.
Now, when do I react to it if I want to use 'dismissed' to cancel it, is it the moment its been declared, or after they have paid the costs?
If its before they pay the costs (which include bowing my courtier) then can I use that same courtier to bow for the dismissed?
Sorry, that wasn't very clear, but I can't think of a better way to phrase it, I hope someone knows what I mean.

Dismissed:
Political Reaction: Bow one of your Courtier Personalities to cancel a Political Limited action.
It doesn't say when it's played, so I guess it's played when the Political action is played - that would be before costs. If I'm right, then the other player has to try and meet the cost anyway, which means he may be forced to bow one of his own Personalities if you only control one.

Zen, would the relevant ruling be this one?
"Reactions played in response to a generic "action" (e.g., Faith In My Clan, Kyuden Ikoma) must be played after costs are paid, but before the action produces any effects (e.g., Fear, a Ranged Attack) or has one of its effects modified (e.g., The Face of Fear, Arrows From the Woods). [JA, 8 December 2003; ZF, 10 December 2003; ML, email, 16 December 2004]"
Dismissed seems to respond to a generic 'action', as Kyuden Ikoma does, so it would appear the raction takes place after costs are paid. I.e, that the courtier bowed as a cost of Political Outcast cannot use Dismissed.
