What happens when Hitomi with the Obsidian Hand is targeted by Shiho’s ability? Shiho neither transfers nor explicitly destroys the attachment but will the attachments trait negate the rulebook effect of it being destroyed as it is a created card? And if so where does it go?

Indeed, Ninube Shiho doesn't explicitly (or implicitly) destroy Mirumoto Hitomi, Seven Thunder Experienced 2CW's Obsidian Hand (also please use complete titles when asking Rules Forum questions).
So, when Shiho's ability tries to make the Obisdian Hand created card that came from Hitomi's trait go to an out-of-play area, it ceases to exist (per the linked rules about created cards going out of play).
