A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. My question is about the tireless battle effect on this stronghold.
So upon reading fear:
Fear: A Fear effect has a numerical strength (example: Fear 4). “Fear X” is shorthand for the effect “Target an enemy Follower or Personality without Followers and bow it if its Force is equal to or lower than X.” Fear effects from cards in the same unit can be combined with each other in the same way as Ranged and Melee attacks can; see p. 47.
Couple things here.
First question. After a personalities followers are all bowed can you use the tireless battle effect on the stronghold to bow the personality?
2nd question. Can the tireless battle effect combine with other fear effects from a unit?
Thank you.

1. I think you're confusing "Tireless" with "Repeatable". The Gates of the Second City ability can only be used once per turn.
2. No. Combining must be done between cards in the same unit, but your Stronghold is never in a unit
