+Old guy confusion reigning supreme. I have done searches and it has been fruitless. the question is: I.E. The Endless Plains of the Unicorn has the following action: Battle/Engage: If he would be opposed, move your target unbowed Personality in a Cavalry unit at any location to the current battlefield. Are the provinces a legal location to move to the current battlefield? It doesn't say 'Recruit' which I thought is how you get personalities out of the provinces.
'any location'
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Provinces are Areas of the Game, but are not Locations: Cards in play have a location – the home or a battlefield. Areas out of play are not locations.
