Hi, is it implied that he can target items and spells? My instinct is that he cannot but I would like to check.

It doesn't say he can target items and spells, but if so it could have been worded as follows:

It is not implied that he can target items and spells; absent another effect, he cannot per the normal rules on Fear.
However, if an effect modifying his Fear allows him to target those attachment types, he will destroy them if he bows them.
