Are actions that are "Battle/Engage" considered both Battle actions and Engage actions no matter when played?
For example, I attempt to play Open Roads as a battle action. Can my opponent negate it with Kaiu-Built Defenses?

See Abilities: An ability with two designators, such as “Battle/Open:”, can be used at either time. The ability always has both designators, but the action taken using it only has the designator appropriate to the Action Round when it is used.
