A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. A player, 17 June 2015
My opponent has 1 more Family Honor than me. He uses the Lobby action with one of his Personalities, and I interrupt to that with A New Factor's Courage, thus gaining 1 honor and tying him in honor. Does his Lobby action fail? If it does, does his personality remain bowed?
"LOBBY # Political Limited: If you have higher Family Honor than each other player, bow your target unbowed Personality with 1 or more Personal Honor to take the Imperial Favor."
Thanks in advance.

His lobby action fails, and his Personality does not bow.
Conditions in the effects text of an ability are checked during the resolution segment of the action, so if your opponent's honour is not higher than yours at that point, his lobby action fails.
Note that this is in addition to the check required by item 3 of the Good Faith Rule, for any ability which starts with a condition, which must be made when announcing the action.
