Is the Destined trait considered to be a card draw effect for Tsuruchi Futoshi to react off of?
Destined - After a player’s card with the Destined keyword enters play, he or she draws a Fate card.
Tsuruchi Futoshi - Reaction: Any number of times per turn, after another player draws a card from his own card's effects: Ranged 3 Attack. If this is the Action Phase, this Ranged Attack may target cards in players' homes as if they were enemy cards at a battlefield.

No, the card draw off Destined is a rulebook effect - similarly for Expendable.
