Quick question regarding this statement. I assume that the recruitment may only happen in the Dynasty phase then. Since Ivory Courtroom allows to be recruited as Political Open, but not as Political Repeatable Open I assume that you cant try to Recruit the thing again in the Action Phase. Am I right?

The ability you use to Recruit the card is still the rulebook Repeatable Dynasty ability, so you may use it again; the action from the ability is then taken as a Political Open action.
