Kakita Ujirou:
Battle: Fear 4 that destroys attachments and dishonorable Personalities after it bows them.
Tested Blade:
Battle, bow: Fear equal to this Personality's Chi that may target a Personality with Followers
so if Ujirou has Tested Blade attached can you combine the fear effects so that you can target a dishonorable personality with followers and destroy it after it bows? is there a difference if you use Ujirou's action and interrupt with Tested Blade or Vice versa?

UPDATED: Attack effects come from the original ability used, but targeting requirements are a restriction on each ability. If you use Ujirou's ability and Interrupt with Tested Blade, it will destroy attachments and dishonorable Personalities, but may not target a Personality with followers. If you use Tested Blade's ability and Interrupt with Ujirou's, it may neither target a Personality with followers (as Ujirou's ability cannot do this), nor will it destroy attachments and dishonorable Personalities.
