A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

I didn't found an aswer (or the question like this) through search engine nor on first 25 pages of the forum so here I'll ask: - If both players have Hidden Machinations in play who has the 1st oportunity to play an action: a) active player because actions from HM goes in same order as normal limited/open actions? b) active player chooses who goes first as in every other simultaneous triggers?
Hidden Machinations: Before the Action Phase ends, you may take an additional action.

The active player chooses who takes their additional action first.

why does the active player got to choose you do the additional 1st? why not the active player do his machination 1st?

Each copy of Hidden Machinations creates an effect (granting its controller an additional action before the Action Phase ends) with the same timing. According to step C of the sequence for resolving Timing Conflicts, the active player decides which of these happens first.
