Do all actions fortifications need to follow the rules of presence and location now?
Yes. Nothing exempts actions from Fortifications from the Rules of Presence and Location.
However, note also that, while the first part of the Rule of Location doesn't apply since Fortifications are not cards in units, the rules for Fortifications contain an equivalent rule: During a battle, abilities on a Fortification can only be used if the Fortification is attached to the current battlefield’s Province.
