Hi,

Shosuro Longji states that "Personalities cannot refuse a challenge from Longji unless they bow first."

If Longji issues a Sanctioned Duel or a Do Not Delay! to an already bowed personality, can the opponent refuse the challenge ?

Correct. If the personality being challenged by Longji is bowed, they must accept the duel.
