Accessiable Terrain vs. Iron Armor

L5R CCG Rules board, 25 March 2015 to 27 March 2015

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Can I move Personality with Iron Armor attached using action granted by Accessiable Terrain?

My first thought was no, as Iron Armor ignores card effects, but after reading them carefully I am not so sure anymore. Accessiable Terrain is only source of player ability to move into armies and player abilities are not restricted by Iron Armor's trait. So technically question is: Is player ability granted by a card (e.g. Combat at Court, Accessiable Terrain, Severed from the Emperor) considered to be a card effect?

Card effects will not move this Personality. Melee and Ranged Attacks targeting this Personality have -2 strength.

The Attacker and Defender each have the ability, "Absent Repeatable Battle: Move your target Personality at any location to this battlefield." Absent Battle: Destroy a Terrain (if able). Put this Terrain into play.

Since the ability is granted by Accessible Terrain, it is a card effect, and Iron Armor will stop it.
