my question is about the last part "and tokens they created". Does this mean that any token on the targeted personalty that includes a chi penalty (like poison token) will be negated (for a turn) as a whole, including any force modifer it may include, as long as they are from another player's card.

No, Tea House only negates the chi penalties from the tokens they (other players' cards) created.
