1)in a battle resolution will a 0F personality win over a bowed personality?

1. A 0F Personality and a bowed Personality will tie a battle.
2. A ranged 0 attack will kill a 0F Personality. Since the strength of a ranged attack cannot go below 0, no amount of strength reduction will save him.
3. I'm not sure exactly what you mean by suikatsu - can't find a card with that name, or anything close enough. If it's an effect that reduces ranged attack strength it will not save him; you'd need an effect like Turtle's Shell that negates the ranged attack. If not, please post another question with the proper card so I can check. Thanks!
