New Action Sequence and Progressive

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Progressive's effect is to discard any number of cards to move home a target enemy unit with total Force less than or equal to the total Focus Values of the discarded cards. With the new timing rules, do I have to discard the cards necessary to move a target before Interrupts are played (such as Ring of Earth) or do I do that afterward?

Both the discarding of cards and the movement of the unit are effects of Progressive, which occur after Interrupts are played. However, Ring of Earth only negates the movement, so you must still discard cards with sufficient total focus value to make the unit you chose - before Interrupts were played - a valid target.

This is the action sequence A. Announce: that you're taking the Battle action from Progressive. B. Pay costs: you bow Progressive. C. Choose targets: you select a unit with less force than the focus values of cards in your hand. D. Interrupts: your opponent uses Ring of Earth. E. Resolution: you discard cards to make the unit a legal target; its movement is then negated. F. End.
