Just looking at the Twenty Festivals Previews on Oracle and noticed that all of the Undead cards currently legal for Twenty Festivals Arc also have the Nonhuman keyword. The only exception to this is Voitagi (http://imperialassembly.com/oracle/#cardid=9182). Is there any specific reason he is missing the keyword?
Voitagi and "Undead" Keyword
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

"Why" questions are more the purview of the main L5R forum, but from a Rules perspective, "because he doesn't" is really the only answer I can give. Voitagi is Human (as many Undead cards have been throughout the game's history - I run Wrath of the People in my Modern Breeder deck), the others aren't.
