For the sake of clarity I must ask, to what does the final 3 in Musha-Gaeshi's Provence Strength boosting trait refer, the total bonus, or the number of fortifications it can draw that bonus from? I ask specifically due to the inclusion of Mark of Heaven's Favor in Twenty Festivals. Would I be able to increase the per fortification bonus to +2 for a total bonus of +6, or is the bonus capped at 3 unless I increase the bonus cap?
Musha-Gaeshi: "This Fortification enters play bowed. This Province has +1 strength for each other Fortification attached to it, up to 3."
Mark of Heaven's Favor: "Air Open, Permanently increase a positive numeral on a target Holding by one (2 is a numeral, two is not). Remove this Spell from the game."

"Up to 3" refers to the number of Fortifications, not the Province Strength bonus.

How are you able to tell definitely what the maximum of 3 on Musha-Gaeshi is referring to? I ask only so I know how to parse any similar cards/interactions that might come up in the course of play.
Thank you
