Your non-Fortification Holdings enter play for 1 more Gold. Each Province you assigned a Personality to defend or with a Cavalry unit attacking it has +1 strength for each Fortification attached to it, and has a maximum strength equal to its printed strength +4
Hypothetical situation:
I have 6 base province strength and have two provinces with the following attached:
Province A has three Defensive Memorials and one Carpenter Shrine attached giving it a province strength of 12 Province B has two Musha Gaeshi and two Carpenter Shrines attached giving it a province strength 12
My opponent attacks both provinces. I chose to defend the one with the Gaeshis and leave the Defensive Memorials undefended. Now my question is thus: The sensei says that my maximum province strength is base (6) plus four. Now because there is a comma and not a period on the last line of the sensei's trait does the province strength cap only apply if I choose to defend a province? Would my province with the three Defensive Memorials still be rocking a nice robust 12 province strength?
Thanks!

The province you don't defend would have a strength of 12.
