If Shiba Tsukimi is at home with a Bushido's Scourge attached and a non-samurai personality is at the battle, can Shiba Tsukimi target herself to satisfy the trait on Rae Sensei and use the Bushido's Scourge as a Home Battle action?
No, you may not.
While "Home" lets you take the action even though it's at Home and not at the current battlefield, one part of the Rule of Location, neither it nor any of the effects of the cards you named will let you ignore the other part, that any target of the action in a unit must be at the current battlefield.
