If I activate Second City Market, and utilize a Bookkeeper to pay some/all of the recruited Holding's cost, will Bookkeeper gain a token?
In other words, am I paying to recruit a Holding, or am I paying to activate an action?

In other words, am I paying to recruit a Holding, or am I paying to activate an action?
You will gain a token.
You are using an action that is Recruiting (bringing into play) a Holding card.
The Rulebook Recruit action works the same way, in that Bookkeeper checks to see what the action is going to try to do.
