I have two Tamori Ginrao in provinces, none in play. I take a Kharmic action. The first has the 2G discount as I control no other Ginraos. Will the second also have the 2G discount because I took a Kharmic action?

Yes indeed. He costs 2 less under either circumstance, and even if you're no longer fulfilling the first, you are the second.
