Can I use Colonial Market to overpay for an Open or Limited action on one of my cards in play?

Example: Tsuruchi inexp loads tokens. Can I overpay and have 1 gold floating when he does so?

Well, first of all, you can't pay (or overpay) for actions that have no Gold Cost.

Second of all, Colonial Market's 1G-producing trait specifically restricts that 1 Gold to only being able to pay for an action. Thus, it can't "float" and pay for anything else; it HAS to pay for an action on a card in play. "Be produced for" =/= "pay"; wherein the latter means actually putting that Gold toward that cost.
