Imperial Palace of Fu Leng gold modification (L5R rules board)

Good morning! I have a question about The Imperial Palace of Fu Leng when used in conjunction with a sensei who reduces a stronghold's gold production.

Relevant cards:

The Imperial Palace of Fu Leng (stronghold) ( 6 / 0* / 15) When paying for a Shadowlands card, this card produces 3 additional Gold which may only pay for that card. You do not gain or lose Honor; this is not negation. Your cards may not perform or be targeted by Political actions. You will not bring non-Shadowlands Personalities into play.

Kitsu Sensei ( -1 / -1 / +0 ) Brotherhood of Shinsei • Dragon Clan • Lion Clan • Phoenix Clan • Shadowlands Horde • Toturi's Army Other players may not target your Personalities with Spell or Kiho actions.

My question is: does the stronghold's "3 additional Gold" count as a gold production bonus, making the stronghold effectively produce 2 gold when paying for a Shadowlands card? (zero, minus one, plus three, *then* apply minimum zero) Or will it still produce 3 gold? (zero, minus one, apply minimum zero, then produce additional three)
