Oriole Imperial Vanguard reads "After the first time each phase a Political action targets this Personality, negate its remaining effects."
I have a personality attached with Oriole Imperial Vanguard and my opponent targets him with a political action, which is then negated by Oriole Imperial Vanguard. I then attach another Oriole Imperial Vanguard to the same personality. If my opponent targets the same personality with a political action during the same phase is the political action negated? (Im guessing not based on the way Oriole Imperial Vanguard is worded but I wanted to confirm).

You are correct. The game state knows it's not the first time that Personality has been targeted, even though the second Oriole Imperial Vanguard only just showed up.
