A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Under discussion.
A Melee Attack doesn't target "An enemy Follower or Personality without Followers" - which would indeed cause problems, as "Enemy" is undefined outside of an Attack Phase.
It instead targets "A Follower or a Personality without Followers in the current enemy army," which in the case of Goju Saido becomes, "A Follower or a Personality without Followers in the current enemy army or in a player's home."

Comp rules page 58:
“Ranged X Attack”, where X stands for a number, is shorthand for the text “Target a Follower or a Personality without Followers in the current enemy army. If its Force is equal to or less than X, destroy it.” A Ranged Attack action is one with a Ranged Attack effect. (emphasis mine)
It seems that melee attacks do in fact target enemy cards as they have to target a card in the current enemy army which only exist in a battle.

A Melee Attack which targets a card in the current enemy army will indeed target an enemy card. However, Goju Saido allows the Melee attack to target "a card in a player's home", without requiring that that player is an enemy.
