If I'm attacking with my navel shugenja can I engage navel then target my same shugenja with seeking the ways battle action? So a single unit going into combat and sending himself home twice.

The two movement home effects are simultaneous, but yes, they can affect the same card, as long as that card meets the targeting requirements.
