Hi,
Can a fear action target an already bowed personality/follower, resulting in a resolving failed action and giving Daigotsu Geiko +1F ?
Also, when targeting the personality, is it legal to target a personality/follower with more force than the Fear effect ? (ex. Fear 2 targeting a 3F personality/follower)
If so, will it also result in a resolving action that failed and still giving Daigotsu Geiko +1F ?
Thank you for your time.

Yes in both cases. You may target bowed cards with Fear abilities, and you may target a card with a Fear ability that will not bow it.
