A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.
A player, 3 June 2014
In response to my question here. (Thanks for this ruling, helps judge its intent for War of Honour anyway)
Does this mean the card now has effective text allowing you to choose a target of its effect? My issue with this card stems from the wording of the card itself and I think it applies to a two-player game also.
Battle/Open, w: Another player may discard a Spell or Kiho from his hand. If he does not, he must target and bow one of his unbowed Personalities.
I announce the armour's action in a two player game. Another player may now discard a card: If he does not, he bows a guy. As there is no choice for me of who the other player is, nor is there any rulebook effect that if my opponent is the only legal target that they must choose themselves(that I could see), the second part of this action cannot trigger until another player chooses to discard a card or not. What is to stop my opponent from completely ignoring this effect and declining to be the "another player" who makes the choice?
I don't believe the current loading of the word "Another" covers this in the rules, and I feel that this card needs to read "Choose another player who may discard..." in order to work.

I believe you're reading too much into the card's wording here. The choice provoked by "another" only comes into play when there are multiple options for "another", since another is singular.
Simply resolve the card as written:
1. Another player may discard a Spell or Kiho from his hand.
In a two-player game, there's only one other player. The other player (the one who isn't you) gets to decide if they wish to do this.
2. If he does not, he must target and bow one of his unbowed Personalities.
This is a conditional effect based on what happens in step 1. If a Spell or Kiho was discarded he does not need to bow one of his unbowed Personalities; if it was not, he does.
