I would like to know if it`s possible to use spells on bowed personalities?
The same for weapons on bowed personalities that do not require a personality to bow to use its abillity!
Some spells to not required that i have a unbowed personality to use the spell effect ex: Fire and Air: Air Battle: Move this shugenja to an adjacent, unresolved battlefield or move him home.

Yes, you can use abilities on unbowed Spells and Items even if their Personality is bowed.
As long as bowing the Personality isn't a condition upon taking the action, like this one or you have to bow the Personality as a condition upon the later effect happening, like the second ability on this one, the Spell will work fine.
