Discard from Action / Rulebook ?

L5R CCG Rules board, 16 May 2014 to 18 May 2014

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

In the sequence in taking an action we have:

E. Finally, if the player took the action from a Strategy card in hand, he or she discards it unless it is now in play.

Is this considered discarding the card from the action or from the rulebook when referencing cards such as

Voice of Experience

Interrupt: After each time the action discards or shows any cards, you may give them +1FV.

AND

Reverse Fate

Void Interrupt, w: Give the first card discarded by the action +1FV or -1FV.

How about when cards are discarded from the focus pool (I know they cannot be increased during the duel)? Is this considered part of the duel action or rulebook?

The clean-up stage of playing an action is not one of the action's effects, is a rulebook procedure. Same with duel clean-up of focused cards.
