Battle, *: Equip a Follower to Chiboshi. You may take an additional Battle action.
Souls of the Fallen - Follower 2 Force / 0 Chi 2 Gold Cost
This personality cannot attack unless he is a Shugenja.
Battle: Fear 2, or Fear 4 if the target is a Follower.
Here's my question: If I am attacking with Chiboshi, can I use his Battle action to attach Souls of the Fallen?

Yes. "Attack" refers to assigning, moving or entering play, and since the Personality is already in play and already at the battlefield, the trait will not modify the current situation. However, if at any time Chiboshi with the Follower goes home, he won't be able to move back into the battle because of the trait kicking in.
