Am I right to assume that Spider's can't use this Follower? I mean it doesn't say "equal or lower" so unless I run personalities with PH, a 0 PH guy that has Sparrow Clan Aide cannot use the political ability.
Sparrow Clan Aide
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Well, there are Spider Clan Personalities with over 0PH, but you are correct in your final statement. If attached to a Personality with 0PH, Sparrow Clan Aide's ability indeed cannot bow anyone.
