It has been over a month, has there been a decision made on this?
I don't like that I'm playing a card without an accurate ruling in koteis at the moment.

A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.
Sorry, we probably forgot to update the question, but the rules were modified to reflect this.
According to the newest version of the CR:
Furthermore, any time an effect brings a Personality or Holding into play from an out-of-play area, it is considered Recruiting and follows the Recruit procedure with any modifications.
This means that Blood of the Preserver XP effectively Recruits, even though it doesn't say so explicitly.
