Is the gold production of a Stronghold considered an Ability? In such a scenario could I produce gold from it while bowed if I have the Colonial Harbor in play?

No and no. Only things prefaced with "Limited", "Open", "Battle", "Engage", or "Interrupt" are "abilities".
*and, in older Formats, the now-defunct "Reactions" were also "abilities"
