Just to be clear, can you use The Eternal Rainbows for water? I mean for instance, I attack wipe his army through a series of range attacks or Tactical Advantage. Play a Come One at a Time then Eternal. Will that work?

The Eternal Rainbows works for Ring of Water... sometimes. You need to be opposed in order to legally play The Eternal Rainbows. If you wipe the opposing army first, you cannot play it any more.
