Did a little search, and found this:
Recruiting Personalities with a Clan Alignment and without your Clan Alignment has +2 Gold Cost. This adds directly to the card's Gold Cost. The Gold Cost referred to in Blood of the Preserver XP is not the printed one; otherwise you wouldn't be able to apply Gold Cost reductions, such as School of Wizardry!
In your example, you would have to pay 11 Gold in order to Recruit a dead Wattu from your discard pile with Blood of the Preserver XP as a Crane player.
The issue I see with this ruling is Blood of the Preserver is it is the only card in IE that doesn't reference Recruit. It doesn't recruit a personality by its wording:
Blood of the Preserver Experienced:
Maho Battle/Open, : Target your dead Personality. Bring him into play if his Gold Cost is equal to or less than the amount paid. Lose 2 Honor. Destroy this Item.
"Bring into play". To me it reads as "if you've paid a personalities gold cost, bring them into play". In the Ivory rules, I imagine it should be worded as "Maho Battle/Open *: Recruit a personality". However, it currently isn't worded like that.
Surely this means that You cannot use Colonial Temple/School of Wizardry on it, and you also don't add the "out of clan" +2 gold?
I assume the card will just get a technical MRP errata to bring it up to current wording, but as it stands currently I'm not 100% sure your ruling was correct (literally because the card doesn't say recruit, at least I think anyway).
