Wouldn't this depend on whose turn it is, as both final sacrifice produce delayed triggered effects?
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Final Sacrifice produces no delayed effects. Delayed effects are identifiable by triggers, and Final Sacrifice has none.
Edit: To clarify, what Final Sacrifice creates is an ongoing effect that will come into question at a specific point in time, but that doesn't make it delayed. Now if it said "Before the action targets" or something like that, it'd be delayed.
