Ok I'm not a new player but this is a new rule and I was just looking to make sure I understand it fully. The proclaim rule states that once per turn you may proclaim a recruit of your clan and add his personal honor to your honor total. So does that mean that you no longer gain honor from all personalitys you buy and if so does that not give military decks a large advantage over straight honor decks.
Proclaim
A topic from AEG's L5R CCG Rules forum, copied for Oracle of the Void from a copy of the forum saved in October 2015, so pages it didn't save are missing. Players' names are left out; the rules officials are named. Rulings are as they stood on these dates; later rulings, the rulebooks and the Rules Archive may differ.

Correct. And it has been so since Lotus Edition, which means about a decade ago with "buying with honor" only once per turn
and if so does that not give military decks a large advantage over straight honor decks.
That's not a rules questions, but you may assume that the cardpool has been adjusted for years to make up for that deficit.
