Relevant Text of Koan's Whisper Void Limited, w: Reduce a Province's strength to 0. If its player has two or more Provinces, you may remove five Koan cards you control from the game to destroy it.
Relevant Text of Expensive Battle: Give this Province +2 or -2 Strength.
Okay so here is my question. I use Koan's whisper on a province, reducing it's strength to 0. I then go in to combat, furing the combat i use expensive achievement to lower it a further 2 force. Can my 0 force dude take this province? IS the provinces strength 0? or is it -2?

No, province strength (and any number, other than family honor) cannot drop below zero. You're still going to need 1F there to take the province.
