Mantis player brings Tsuruchi Gosho into play vs Crab personalities and declares his Thunder Absent Interrupt
Applying my understanding of timing a) Announce b) Pay Costs b1) *Interrupts * c) Choose Targets d) Resolve Effects
this means a) Announce Reserve b) Pay Costs b1) *Interrupts * -> Ranged attack resolves here. Tsuruchi Gosho not yet in play. Interrupt action resolves completely c) Choose Targets d) Resolve Effects Reserve ->Tsuruchi Gosho now in play
The confusion in our play group is around the wording of Gosho's ranged attach
After you Recruit Gosho at this battlefield
So when does his ranged attack get produced at b1 (before Gosho is in play, so crab personality is not opposed) or after d (Gosho is in play, so crab personality is opposed, gets +1f before the ranged attack)

The Impregnable Fortress of the Crab Text Your Crab Clan personalities have +1F while opposed.
While your listing of the sequence is correct, your interpretation of what it "means" is slightly flawed.
Gosho's Interrupt is taken at the time you say, however it creates a delayed effect that doesn't trigger until "After Gosho enters play".
So, any potential Crab targets WILL be opposed by Gosho at the time his Ranged Attack is actually targeted and its effects are applied.
