Doji Etsuki card says: Battle: Bow a target enemy dishonorable Personality. Raise or lower this Province's strength by Etsuki's Personal Honor.
Can I use this Battle ability even without a dishonorable personality present at this battle? Would the first part of the action (before the full stop) fail and only the second part (modifying the province strength) would work? Or would both fail?
Or can't I use the Battle action at all?

Good Faith Rule applies here and makes the action illegal if you can't fulfil mandatory targets, as in this case "an enemy dishonorable Personality".
