Situation: I play Deliberations paying 0G while something like Higher Grounds or Hiromi's engage is in effect.
What is the resulting RA strength? I can think of two possibilities: 1) 0G paid -> RA 0 -> +1 from Hiromi / terrain => RA 1 2) 0G paid -> RA 0 -> +1 from Hiromi / terrain AND -2 from Deliberations effects => RA 0
And what if the increment comes from an Interrupt like Unholy Strike? Does the -2 counts or not?

Consensus within the Rules Team is that the "minus two" isn't a penalty to the strength, just the way you calculate the "original" strength of the Ranged Attack, which is just "0" if you pay zero gold. You need not keep tracking the "minus two" when applying further bonuses and penalties to strength.
