The first ruling said it wasn't possible because the Reserve was a rulebook ability, not from the Naval Personality, thus being unable to fill the requirements for a declaration of Naval. The second, on the other hand - about Reserving Tsuruchi Gosho via Naval - was ruled a 'yes'.
I fail to see the difference between the questions, and although that is a possibility, I believe it's better to simply ask the Rule Team.
